Chapter 28 - Fire on the Atlantic

The service elevator hoisted us upward through the vertical concrete shaft by its manual hydraulic override. Every foot we climbed, the shuddering vibrations of Berth 4 collapsing into the harbor reverberated through the steel cables.
When the hatch finally unlatched at the surface level, cold night air flooded over our soaked, shivering bodies.
We tumbled out onto the upper gantry overlooking the Vance Deepwater Terminal. Below us, Berth 4 was gone. A massive, churning whirlpool had formed where the concrete dock once stood, sucking debris, shipping containers, and the remains of the secret vault down into the black Atlantic depths.
"We made it," Elena gasped, collapsing onto the grating, clutching Lily against her chest. Lily was shivering violently, her lips blue from the freezing water, but her eyes were wide and alive.
"Daddy... is the monster gone?" Lily whispered, her teeth chattering.
I knelt down, stripping off my soaked wool overcoat and wrapping it around both of them, pulling them into the tightest embrace of my life. "The monster is gone, little bird. He’s never coming back."
"Ethan, look," Elena said, pointing out toward the mouth of the harbor.
Through the mist, the salvage vessel *Leviathan* was moving at full throttle toward international waters. But it wasn't alone. Surrounding the rogue vessel were six cutters bearing the blue-and-white colors of the United States Coast Guard and the International Maritime Police, their high-intensity searchlights pinning the *Leviathan* against the dark horizon.
Over the port’s public address system, an official transmission echoed across the water:
*ATTENTION VESSEL LEVIATHAN. THIS IS THE UNITED STATES COAST GUARD. BY ORDER OF THE MARITIME HIGH TRIBUNAL EXECUTIVE COUNCIL, YOUR VESSEL IS DECLARED CONTRABAND. ALL TRIBUNAL WARRANTS ISSUED UNDER VICTOR VANCE ARE HEREBY NULL AND VOID. HEAVE TO AND PREPARE TO BE BOARDED.*
"The real Tribunal," I said, a wave of profound relief washing over me. "Victor’s rogue faction was operating without official sanction. The moment Berth 4’s emergency beacon tripped, it broadcast the unredacted 1994 logs to every maritime authority on the eastern seaboard."
"Your father’s fail-safe," Elena whispered, looking at me with awe. "He didn't just lock the vault, Ethan. He rigged the scuttling mechanism to expose the truth to the entire world if Victor ever tried to open it."
"He knew he couldn't undo what he did thirty years ago," I said, feeling the weight of my father’s sins finally lifting from my shoulders. "So he made sure that whoever tried to resurrect that war would be buried by it."
Elena reached up, her cold hand gently cupping my bruised cheek. "It’s over, Ethan. Truly over. Marcus, Victor, the cartels... they’re all gone."
I looked down at the ruined harbor. Berth 4 was swallowed by the sea, but the rest of the terminal—the legitimate, honest empire we had rebuilt together—still stood tall against the night sky, its floodlights shining like beacons of hope across the black water.
"Not quite over," I murmured softly, reaching into my inner pocket.

Despite the swim, the small velvet box was still wedged securely against my ribs. I pulled it out, water dripping from the blue fabric, and flipped it open.
Inside, the flawless platinum band—the ring that was supposed to grace her finger before a barefoot little girl stopped a fraudulent wedding months ago—gleamed untarnished in the harbor lights.
