Chapter 10 - THE STORM OVER CHESAPEAKE

The twin-engine Seahawk helicopter battered its way through a sudden squall over Chesapeake Bay. Rain lashed the windshield in sheets, reducing visibility to a gray blur of wind and whitecaps.

Below us, cutting through the dark water, was *The Caspian Trader*.

The massive container ship was ablaze with industrial floodlights, its deck stacked ten stories high with colorful shipping containers. Through night-vision goggles, we could see armed men in dark rain gear patrolling the catwalks—private security personnel hired by the syndicate to ensure the cargo made it safely to sea.

“Two minutes to drop!” the crew chief yelled over the intercom.

I adjusted my tactical helmet, gripping the safety harness tightly. My heart was pounding against my ribs like a sledgehammer, but my hands were steady. Inside my waterproof chest rig sat the decryption module, loaded with the algorithmic key needed to unlock Container 409.

“Rules of engagement are weapons tight until fired upon!” the NCIS tactical lead shouted to his six-man team. “Secure the bridge first, then provide cover for Mercer at Container 409 on the forward deck!”

The helicopter flared its rotors, hovering fifty feet above the container stacks. Fast-ropes dropped from both sides of the cabin.

Within seconds, the tactical team slid down the ropes into the driving rain.

“You’re with me, Doctor!” the team lead yelled, gripping my harness and clipping me to a tandem descent rig.

We dropped through the freezing air, landing with a heavy thud onto the corrugated metal roof of a shipping container. Immediately, gunfire cracked over the sound of the wind—small-arms fire pinging off the metal container walls below us.

“Sniper fire from the bridge wing!” an operator shouted, dropping to one knee and returning fire with suppressed bursts. “Move! Move! Down to the catwalk!”

We scrambled down an exterior metal ladder onto the main deck. Rain poured down my visor, mixing with the sharp smell of cordite and diesel fuel.

Ahead of us, wedged between two rows of stacked containers, sat Container 409. It was painted flat black, devoid of any commercial shipping logos, secured by an electronic lockbox glowing with a faint crimson light.

Two armed contractors stepped out from behind a crane support, raising automatic rifles.

Before they could acquire their targets, the NCIS team dropped them with pinpoint precision.

“Clear!” the lead operator shouted, shoving me toward the container door. “You’ve got two minutes, Mercer! The bridge crew is trying to scuttle the steering gear!”

I dropped to my knees in front of the crimson lockbox. Rain streamed down my face as I pulled out the decryption cable and plugged it into the terminal.

The display blinked to life: *CRITICAL SECURITY DETECTED. AUTHORIZE MANUALLY.*

I began typing the complex algorithmic cipher. My cold fingers slipped on the rubber keys, but my muscle memory took over.

*ALGORITHM VERIFIED. BIOMETRIC OVERRIDE REQUIRED.*

“Damn it!” I muttered. The system required a live authorization pulse from an approved terminal node.

I pulled up my personal smartphone, connected via satellite relay to General Hart’s command center. “General! I need you to authorize my auditor ID on the DoD root system right now!”

Over the static-filled radio, Hart’s voice came through: *“Elena, the Secretariat hasn’t fully restored your credentials! The system is rejecting the civilian tag!”*

“Then don’t log me in as a civilian!” I screamed over the howling storm. “Log me in as the Special Inspector General! Use Marcus Chen’s archived commission code!”

A pause hung in the air—five agonizing seconds where the only sound was the wind, the rain, and the distant gunfire from the ship’s bridge.

Then, the lockbox clicked.

The red light on the container shifted to brilliant, emerald green.

The heavy hydraulic latches retracted with a loud *CLANG*.

The container doors swung open. Inside, safely secured in custom shock-absorbing transit cases, sat the four quantum-resistant encryption transceivers, completely intact.

“Cargo secured!” I yelled into my radio, breathing a ragged sigh of relief. “We got them!”
