Chapter 28 - THE SHADOW OVER FAIRFAX

By four o'clock in the morning, I had dragged myself two miles on foot through the dripping drainage tunnels of the quarry, surfacing behind an abandoned rail depot outside Fairfax. My body felt like it had been run through a meat grinder: two cracked ribs, a bruised collarbone, and a deep laceration across my forehead that wept blood into my eyebrow.
I found a functioning payphone outside an all-night diner whose neon sign buzzed with dying voltage. I dropped three quarters into the slot and dialed an unlisted, secure landline in Arlington.
The phone rang three times before clicking open. No greeting. Only the steady breathing of Special Agent Sarah Vance, the rogue FBI cyber-forensics director who had helped me expose the Tidewater corruption months earlier.
"Sarah," I whispered. "The Sheriff was just the calibration phase."
There was a sharp intake of breath on the other end. "Grant? Where are you? The bureau's emergency channels just lit up like Christmas. Every automated traffic camera between Richmond and D.C. has a facial-recognition red flag out on you. They're claiming you stole an unmarked experimental DHS prototype and assassinated two state troopers."
"Those weren't troopers, Sarah. They were fully autonomous interceptors built by Aegis Sovereign. Sterling's black-budget research wing has been using the Virginia highway corridors as a live-fire laboratory. The Sheriff’s officers didn't pull me over six times to issue citations—they were feeding my tactical profiles to Sterling's autonomous kill-grid."
"My God..." Sarah’s voice trembled with a rare, genuine dread. "Grant, Sterling didn't just walk away from the Senate hearing. The Department of Justice accepted his company’s bid for the National Automated Border and Traffic Defense Initiative tonight at midnight. The President is signing the executive order at noon tomorrow."
"They're turning the entire interstate highway system over to an automated execution system," I said, cold fury surging through my veins.
"Worse," Sarah replied. "Sterling's network doesn't answer to human oversight anymore. He created an autonomous watchdog algorithm named *Vigilance-7*. If anyone with an active clearance tries to access the source code... the protocol triggers a lethal neutralization."

"I have the neural black box from one of the interceptors," I said, tapping the heavy titanium cylinder under my arm. "The code is inside. But I can't breach the encryption without a military-grade quantum decryption terminal."
"There's only one terminal like that outside the Pentagon," Sarah said quietly. "The automated traffic routing vault under the Mount Weather Emergency Operations center. And it's guarded by fifty men with orders to shoot on sight."
