Chapter 28 - The Sovereign Charter Unveiled

The gray dawn broke cold and clear over the port of Sault Ste. Marie.

The *Sterling Wave* docked at the federal pier under the heavy escort of three United States Coast Guard cutters. Flashing red and blue lights painted the snow-dusted concrete, where federal agents, maritime inspectors, and state police were already waiting in force.

Hayes and I walked down the gangway, exhausted, bruised, but unbowed. I carried the oilskin rucksack tight against my side.

Captain Miller, who had managed to limp his cutter into the harbor hours earlier with the Coast Guard's assistance, pushed through the crowd with tears in his tired eyes. Behind him, being brought ashore in a search-and-rescue cutter, was Uncle Alistair—bandaged, soot-stained, but alive, leaning proudly on his birch cane.

"They couldn't sink an old badger like me, Lenora," Alistair chuckled hoarsely as I threw my arms around his neck, weeping with sheer relief.

Special Agent Marcus Vance—a distant, honorable cousin who had long ago severed ties with Richard Vance’s criminal faction—stepped forward, flashing his federal credentials.

"Miss Sterling," he said solemnly. "We have Julian Croft and his surviving operatives in custody off Passage Island. But to bring charges that stick against his international conglomerate, we need proof of systemic conspiracy."

I unzipped the rucksack, pulling out the 1929 Sovereign Maritime Charter and Grandfather’s handwritten ledgers.

"Here is your proof," I said, placing the heavy leather book into his hands. "Every bribe, every sabotaged vessel, every manipulated tariff over the last eighty years. Richard Vance, Julian Croft, and every crooked politician who took their money are in those pages."

Marcus opened the ledger, his eyes widening as he scanned the detailed entries, signatures, and bank accounts. "My God. This doesn't just put Croft away for life. This completely dissolves the Vance family’s corporate protections. Every asset they stole, every harbor lease they seized... it all reverts back to the original trusts."

"To the people," Hayes added, wrapping his arm around my waist, his presence a warm, immovable anchor at my side. "To the independent harbor communities that Douglas Sterling built this legacy for."

Marcus looked up at me with profound respect. "Miss Sterling, Beatrice attempted to file an emergency appeal this morning from prison, claiming mental incompetence and seeking to seize control of your grandfather's estate through a Canadian surrogate." He smiled faintly. "When the federal judge sees this ledger, her appeal won't just be denied. She will be facing twenty additional years for federal conspiracy to commit maritime treason."

I looked out across the glistening waters of the harbor, watching the morning sun illuminate the pristine white snow.

Beatrice had tried to break me with four million dollars. She had tried to steal my dignity, my home, and my inheritance. But in trying to destroy me, she had only forced me to discover who I truly was: not a helpless victim of her cruelty, but the rightful sovereign guardian of the Sterling legacy.
