Chapter 7 - The Federal Ambush

The rain began again at midnight, falling in heavy, suffocating sheets that turned the Chicago River into a churning soup of black oil and industrial run-off.
Pier 42 jutted out into the freezing waters of Lake Michigan like a broken tooth. The rusted corrugated iron of its sprawling warehouses creaked under the weight of the gale force winds.
Inside the central control office, illuminated only by a single green banker’s lamp, sat Arthur Doyle and Evelyn Cross.
Arthur was pacing the concrete floor like a caged hyena, a half-empty glass of bourbon in his hand. “Where is he? He was supposed to be here at eleven! What if Vale didn't buy the surrender?”
“Calm down, Arthur,” Evelyn said, though her pale fingers tapped nervously against her crocodile-leather handbag. “Roman is wounded. My contacts at the private trauma center confirmed he took a round to the torso. He has no choice. With the SEC freezing his primary trading accounts, he has to liquidate the maritime assets or his entire legitimate network collapses by dawn.”
The heavy steel door of the warehouse groaned open.
A single figure walked out of the shadows.
It wasn't Roman Vale.
It was Sadie Carter, wearing a long black wool trench coat, her heels echoing against the wet concrete with the steady rhythm of a metronome. In her hand, she carried a heavy, bound leather briefcase.
Arthur froze. Evelyn stood up so fast her chair screeched against the floor.
“You?” Evelyn gasped, her voice shrill with disbelief. “You’re dead! You were in the VIP lounge when Moretti’s men—”
“Moretti’s men are currently being processed in the county jail under federal obstruction charges,” Sadie said, setting the briefcase onto the steel table between them. “Though I doubt they’ll stay there long. Julian Moretti fled across the state line an hour ago.”
“Where is Roman?” Arthur demanded, stepping forward, his face twitching. “This was supposed to be Vale! I don't deal with the waitress!”
“You deal with whoever holds the power of attorney, Mr. Doyle,” Sadie said smoothly. She clicked open the brass latches of the briefcase. “And as of six o'clock this evening, Roman Vale executed a full general assignment of his commercial rights to me.”
She pulled out a single sheet of paper.
“Here is your transfer agreement for Pier 42,” Sadie said, laying it before Evelyn. “Everything you asked for. Total release of all liabilities. Unconditional surrender of the three southern docks.”
Evelyn grabbed the document, her eyes scanning the paragraphs with frantic speed. A triumphant, vicious smile began to spread across her face.
“He signed it,” Evelyn laughed, looking up at Arthur. “The arrogant bastard actually signed it! He gave away the entire terminal!”
“Look closer, Evelyn,” Sadie said quietly.
Evelyn’s smile faltered. Her eyes dropped back to the signature line.
Beneath Roman’s bold, angular signature was a tiny, secondary endorsement line in crimson ink. Above it, printed in eight-point font, was a single sentence:
*“Subject to the automatic disclosure provisions of the Federal Maritime Security Act, Title 46, Section 70107.”*
Evelyn’s face went dead white. “No...”
“What does that mean?” Arthur shouted, grabbing Evelyn’s arm. “What does it mean?!”
“It means,” Sadie said, stepping back into the shadows of the doorway, “that by accepting this transfer, you just certified under penalty of perjury that you are the sole operating owner of the three Russian cargo vessels currently docked at Berth Nine.”
Before Arthur could speak, the massive bay doors at the far end of the warehouse crashed open with the sound of thunder.
Blinding halogen searchlights flooded the interior, turning the gloom into a brilliant, inescapable white.
“Federal agents! Nobody move!”
Dozens of armed tactical officers in blue jackets emblazoned with *FBI* and *COAST GUARD STRIKE TEAM* swarmed the warehouse floor, assault rifles raised. At their head walked Special Agent Miller, the regional director of the Department of Justice’s Organized Crime Strike Force.
Behind them, walking out of the blinding light like an avenging titan, was Roman Vale.
He was flanked by Lev and three federal prosecutors wearing the gold-sealed badges of the United States Attorney General’s Office.
“Marcus!” Arthur screamed, pointing frantically toward the shadows. “Marcus Vance will bury you for this! He’s the Assistant District Attorney!”
“Marcus Vance was arrested twenty minutes ago at O’Hare Airport,” Roman’s voice cut through the glare, cool, absolute, and merciless. “He was attempting to board a private charter to the Cayman Islands with four million dollars in bearer bonds and a flash drive containing your offshore ledgers. It seems your accountant wasn't nearly as loyal as you paid him to be, Arthur.”
Arthur Doyle’s knees finally gave out. He dropped onto the cold concrete floor, sobbing into his hands.
Evelyn Cross backed against the wall, her eyes wild as two female federal agents stepped forward with handcuffs.
“You played me,” Evelyn whispered, staring at Sadie with pure shock. “You used the surrender as a federal warrant trigger.”
May you like
“You forgot the first rule of contract law, Evelyn,” Sadie said, her eyes cold as winter ice. “Never assume the person on the other side of the table didn't read the footnotes.”
