Chapter 6 - The Unraveling of Margaret’s Foundation

By Wednesday morning, the financial demolition of the Vance-Cross corruption syndicate had become the lead headline in the business and legal sections of the Washington Post and the Richmond Times-Dispatch:

“OFFSHORE PONZI SCHEME TARGETING MILITARY FAMILIES COLLAPSES; FORMER SOCIALITE MARGARET VANCE NAMED UNINDICTED CO-CONSPIRATOR IN $14M WIRE FRAUD.” “NAVY CROSS HERO MAJOR CLAIRE VANCE RECLAIMS HISTORIC MIDDLEBURG ESTATE; ANNOUNCES CREATION OF VETERANS REGENERATIVE SANCTUARY.”

Inside the thirty-eighth-floor executive conference room of the United States Attorney’s Office in Alexandria, the autumn sun broke through the coastal fog in a dazzling, blinding expanse of liquid gold and slate blue.

Sitting around the twenty-foot mahogany conference table were Senior Assistant United States Attorney Sarah Lin, General Arthur Sterling, Harrison Vance, and Claire.

Sitting at the far end of the table, flanked by two court-appointed public defenders, wearing an off-the-rack gray department-store dress that hung loosely from her thinning frame, was Margaret Vance.

The transformation was absolute, devastating, and complete.

The proud, arrogant matriarch who had grabbed her daughter by the shoulder in a crowded ballroom looked like an ancient, hollowed-out tree that had been struck by lightning. Her expensive salon blowouts were gone; her diamond bracelets were locked in an evidence vault; and her large, liver-spotted hands trembled continuously against her legal pad as she stared blankly at the papers before her.

"Here are the terms of the federal non-prosecution agreement, Mrs. Vance," Sarah Lin said, every syllable dropping with the precision of a guillotine blade.

She slid a six-page document across the table until it touched Margaret’s trembling knuckles:

UNITED STATES DEPARTMENT OF JUSTICE – PLEA RESOLUTION

TARGET: MARGARET C. VANCE (CO-CONSPIRATOR)

AGREEMENT: COMPLETE CIVIL ASSET FORFEITURE OF ALL OFFSHORE HOLDINGS;

PERMANENT SURRENDER OF ALL FIDUCIARY CLAIMS TO THE ARTHUR VANCE ESTATE;

MANDATORY TESTIMONIAL COOPERATION AGAINST DEREK VANCE;

RESTITUTION REMITTANCE: $400,000.00 USD (BERMUDA TRANSFERS).

"If you sign this agreement, Margaret," Sarah Lin explained, her sharp dark eyes pinning the older woman to her chair,

"the Department of Justice will agree not to pursue a federal wire fraud indictment carrying a mandatory minimum of seven years in the Federal Correctional Institution in Danbury, Connecticut.

You will be placed on five years of supervised federal probation.

You will reside in a modest, one-bedroom subsidized senior apartment in Richmond.

The monthly rent will be paid from the remainder of your public Social Security benefits.

You will have a roof.

You will have food.

You will have medical coverage through Medicare.

But you will never... lay a finger on a family trust account again."

Margaret looked down at the document.

Her hand shook so violently that the cheap plastic ballpoint pen rattled against the parchment before she scrawled her name: Margaret C. Vance.

She dropped the pen, looking across the table at Claire with bloodshot, ruined eyes that were hollowed out by total, unrecoverable defeat.

"Claire..." Margaret wept, her voice breaking into a ragged, pathetic rasp. "What do I tell my friends in Middleburg? What do I tell the club? They’re going to think I am a common thief."

Claire stood up slowly from the table, buttoning her dark emerald wool coat, looking down at the woman who had spent thirty-four years measuring human dignity by country-club invitations.

"You don't have to tell them anything, Mother," Claire said softly, every word falling with the clean, terrifying finality of a closing door.

"They already know.

They read the papers.

Now take your coat...

May you like

and learn how to live in a world...

where you have to pay your own bills."
